説明
- 背景
ConsultationOverviewTest::test_monitoring_and_addon_lists_show_every_client_with_their_status が失敗している（加算一覧の props に `last_created` がない）。#264 で加算一覧を作り直した際の取り残しと見られる。
- スコープ
テストを現在の加算一覧の仕様（#264）に合わせて直す。画面側が `last_created` を必要とするなら実装を直す。

- 題名 を 加算一覧のテストが last_created 不在で失敗している から 既存のテスト4件が失敗している（加算一覧 last_created ほか） に変更
全テスト実行（2026-10-28）で、ほかに変更前から失敗しているテストが3件ある。あわせて対応する。
- ConsultationBillingTest: schedule creates plan month and monitoring months once
- ConsultationBillingTest: unperformed monitoring month counts as zero and can be filtered
- PlanWorkspaceTest: addon check before plan is attached to the new plan
原因の一部（2026-10-28 調査）：ConsultationBillingTest の請求の月のテスト2件は、受給者証の欄で「3か月ごと」を入れても、モニタリングの月を計画の種別（初回3か月連続のあと3か月ごと）で出すため、期待値（7・10・1月）と合わない（実際は 7・8・9・12月）。受給者証の間隔と計画の種別のどちらを優先するかの整理が要る。
